A little history
In November 843, Charles le Chauve convened the political assembly on the lands of Coulaines. He promised to preserve ecclesiastical property and acknowledged the law of the powerful, but asked that the episcopate and laypeople commit to maintaining order, justice and peace, thereby modifying royal law, notably between the king and the aristocracy. Certain historians [Which ones?] see in this agreement the end of public office as it had been inherited from the Late Roman Empire. It is, furthermore, the definitive partition of the three Frankish kingdoms inherited from the Mérovingiens, namely Neustrie, Austrasie and Burgondie.
