Its inhabitants, numbering 9,207 in 2020, are called the Belleysans. Historical capital of the province du Bugey (Pagus Bellicensis), Belley changed allegiance several times between kingdoms during the early centuries of the Middle Ages.

The town was already of some importance during the Gallo-Roman period, as attested by the Gaulish coins from the final period found in 1867, the inscriptions preserved there and the ancient ruins already noted on several occasions. According to M. l'abbé Greppo, it was merely a vicus, which was later elevated to the status of a city and a diocese. Some historians assert, on the authority of Christ.
